Said Abdullahi Deni has led Puntland from Garowe since January 2019. Puntland has at times asserted autonomy from the federal government, including over parts of the 2026 electoral process. Deni is also reported to co-lead the Somali Future Council opposition grouping.

Leader field: President Aden Mohamed Nur (Aden Madobe)

Aden Mohamed Nur, known as Aden Madobe, was elected President of South West State in June 2026, winning 88 of 90 assembly votes after his main challenger withdrew alleging federal interference. He was Speaker of the federal House of the People at the time, which is why that federal speakership is now vacant. The contested process is recorded here without taking a side.

Leader field: President Ahmed Abdi Karie (Qoorqoor)

Ahmed Abdi Karie, known as Qoorqoor, has led Galmudug from Dhusamareb since February 2020. His mandate and the contested leadership election scheduled for 2026 are the subject of a public rift with the federal government, which has backed a rival candidate while Qoorqoor seeks a second term. Northeastern State (SSC-Khaatumo)

Leader field: President Abdulkadir Ahmed Aw-Ali (Firdhiye)

Abdulkadir Ahmed Aw-Ali, known as Firdhiye, was elected the first president of the Northeastern State on 30 August 2025, winning 62 of 83 votes. The state was formed from the SSC-Khaatumo administration and recognized by the federal government in September 2025. Its territory overlaps the Sool and Sanaag regions, Somaliland objects to its formation, and its borders and status are still settling. Labeled here as in formation.

Leader field: President Abdirahman Mohamed Abdullahi (Irro)

Abdirahman Mohamed Abdullahi, known as Irro, has served as the sixth President of Somaliland from Hargeisa since December 2024. Somaliland declared independence from Somalia in 1991 and governs itself; that status is not internationally recognized and is contested by the federal government.
