Reporting (Tier C) describes a Justice and Solidarity Party launched in Mogadishu in May 2025 led by President Hassan Sheikh Mohamud, named its 2026 presidential candidate; the leader is recorded as reported, not officially confirmed for this exact NIEBC-registered entry. A Justice and Solidarity Party was also reported to field 390 candidates and be cleared for the December 2025 Banaadir council vote (Tier C).
